Monroe City man receives five years of probation of child pornography charges

A Monroe City man received a suspended imposition of sentence upon completing five years of probation on felony child pornography charges in the Second Judicial County Court on Dec. 23.
Levi M. Buckman, 20, will be supervised by the Missouri Board of Probation and Parole with conditions that he not possess or consume alcoholic beverages or enter any establishment where alcohol is the primary item offered for sale, submit to drug testing as requested, attend a prison tour, maintain full-time employment or status as a full-time student, obtain a mental health evaluation, complete any recommended treatment if not otherwise including the sex offender evaluation, perform 100 hours of community service, submit to warrantless search without probable cause of any vehicle, residence or computer and successfully complete a sex offender treatment program. He also was ordered to pay $318.50 in costs and $46 in other costs.

Ketsenburg to appear on child pornography charges

Joseph Ketsenburg, a former Monroe City resident, is scheduled to appear Wednesday, Jan. 6, in U.S. Federal Court, Eastern District, in St. Louis on two federal counts of possession of child pornography.

Ketsenburg has pleaded not guilty in the case. His attorney, a federal public defender, has filed a motion to continue the trial date, but no ruling has been made at this time.

Ketsenburg will be tried by a jury on charges that he possessed images of child pornography on his computer.
If convicted, each count carries a penalty of 10 to 20 years in prison and/or fines of up to $250,000.

Ketsenburg, a registered sex offender, pleaded guilty in November of 2002 to two counts of statuatory rape in the second degree and one count of statutory sodomy in the second degree in Marion County Circuit Court.
Ketsenburg’s arrest is part of Project Save Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice.

Monroe City Police Report

Monroe City Police Chief Rick Stone reported the following activity for the week ending Dec. 20.
Police assisted with a verbal dispute between two individuals over a child custody issue on Dec. 14.
Police were advised that an individual was soliciting business in the 700 block of East Dover St. on Dec. 15. The individual was contacted and advised of the ordinance which prohibits solicitation.

Joshua B. Null was issued a summons on Dec. 15 for failure to register.
On Dec. 15, Rachel Leak was issued a citation for failure to provide proof of insurance.
On Dec. 16, an individual was asked to leave 211 Lawn St. after they were reported to be harassing an individual.
On Dec. 17, police responded to a report of an attempted suicide. The individual was taken to an area hospital for treatment.
On Dec. 17, a juvenile reported that seven other juveniles had assaulted him/her while he was at Holy Rosary Gymnasium. The juvenile office was contacted.

On Dec. 18, police contacted a driver who was reported to be pulling two juveniles on sleds behind a truck. The driver was advised to quit doing this.

Police were called to keep the peace between a tenant and landlord on Dec. 20.
Police responded to a call from customers at Amoco BP that a clerk was passed out on the floor. Police said they determined that the clerk had consumed alcoholic beverages and had passed out. The subject was transported to an area hospital and the store was locked up per the manager’s request.

For the past week, the Monroe City Police reported the following activity.
Police received a complaint on dogs on Dec. 21.
A citation was issued to Harry W. Miller for failure to stop at a stop sign.
Police received several reports of shots being fired on Dec. 22 but nothing was located.
Obie Mozie Jr. was arrested for driving while intoxicated on Dec. 23.
Melva S. Brantner was arrested for driving while intoxicated and failure to drive on the right half of the roadway on Dec. 23. The arrest followed a report of a one-vehicle collision at South Main Street and Mill Street.
Police responded to a domestic dispute at Kendrick’s Trailer Court on Dec. 24. The individuals were separated for the evening.
Police also responded to several reports of vehicles sliding off of the roadway.
John L. Lucas was placed on a 24-hour hold on a charge of domestic assault at #6 Sycamore Lane, Stone’s Trailer Court.
