Monroe City Police Chief Rick Stone reported the following activity for the past week. Donale J. Bryson was arrested on Dec. 7 for failure to obey a judge’s orders. He posted bond and was released. Frances R. Washington was arrested on Dec. 7 for passing bad checks. Camille L. Murphy was arrested on a city warrant for failure to obey a judge’s orders. She was arrested on a Monroe County warrant for failure to obey a judge’s orders and also was arrested on a Boone County warrant for receiving stolen property. She was issued a citation for resisting arrest. This occurred on Dec. 7. On Dec. 8, police issued Caleb C. Gottman a summons for following too closely. Police received a report that a young Monroe City man was missing, but he was later reported found by family members. Police received a report of stealing from Orscheln’s. The theft was to have occurred on Nov. 29. Russell Young was arrested on a Ralls County warrant for failure to appear in court. On Dec. 10, police issued a summons to James V. Ramey for having no valid driver’s license. Jessicca K. Portwood was arrested on Dec. 13 for driving while intoxicated, first offense, and failure to stop for a stop sign. Police responded to a report of a verbal dispute between two individuals at the Dugout Lounge. One of the individuals was asked to leave the establishment.

Circuit Court Cynthia A. Johns, Hannibal, driving without a valid driver’s license, $50.50; Charles E. Mitchell, Paris, speeding 59 mph, $200.50; Lacy C. Adreon, Mt. Pleasant, Iowa, possession of liquor by a minor, $300; Joshua W. Batson, Keytesville, possession of controlled substance, $500 fine and 30 days in Monroe County Jail; Cody A. Sommer, Madison, possession of liquor by a minor, suspended imposition of sentence, placed on two years of private probation and to complete 30 hours of community service work; Hiram H. Clements, Paris, driving while intoxicated, prior offender, 9 months in Monroe County Jail; Todd E. Garrett, Monroe City, assault in the third degree, suspended imposition of sentence and placed on two years of private probation, assault in the third degree, 15 days in Monroe County Jail; Brandon L. Aldridge, Paris, failed to complete community service work, given 48 hours of jail as shock, to complete 24 hours of community service work.

Monroe County Commission

The Monroe County Commission met on Monday, Nov. 30 with Presiding Commissioner Donald Simpson and Associate Commissioners Mike Whelan and Glenn E. Turner present. At the meeting, 911 Coordinator Sam Curd presented a report on weekend 911 operations. Jack Bodine contacted the Commission in regard to scheduling maintenance work needed in the west side jail. Eddie Mitchell inquired about planned drainage work on county road 911 number 117. Leon Freeman appeared to request gravel on county road 911 number 117. The Commission approved the land transfer application submitted by Gerry A. Quinn on a land transfer between G.O. Technology and Ryan Seward. The Commission approved and submitted the required letters for the environmental review on the Monroe County PWSD #2 project directed to the Sac and Fox Nation. The PWSD #2 will receive funding through the Community Development Block Grant Program for a new 100,000 gallon elevated storage tank located in the Granville area along with 42,700 L.F. of 6” diameter pipe and approximately 49,100 L.F. of 4” diameter pipe. A new pump and master meter station will be installed with a capacity of 240 gallons per minute. The Commission contacted Kelly Henderson and Matt Walker with Great River Engineering for a status report on BRO Bridge Project 198-34 on Florida Road. The Commission also met on Friday, Dec. 4 with Simpson, Whelan and Turner all present. The Commission approved and processed routine payroll and bills, and also approved the holiday schedule for 2010. Paula Gough, Sam Vice and Ervin Fackler of MoDot met with the Commission and discussed current transportation funding issues. Mary Ann McMurdo and Jeanne Shuck appeared to inquire about the procedure for vacating a portion of a street in Florida, Mo. The Commission approved Progress Invoice 7C for the BRO Bridge Project 198 (34) on Florida Road. Kerry Kisslinger with MoPEB went over health insurance options available to the county. The Commission moved to accept the health insurance program as presented. The Commission also met on Monday, Dec. 7 with Simpson, Whelan and Turner all present. Matt Walker with Great River Engineering discussed preliminary design on the 353 (35) BRO Bridge Project. The preliminary design is for a 24 ft. wide, 100 ft. long, concrete deck on steel girders. The Commission approved the preliminary design for submission. The Commission also discussed proposed changes to the 198 (34) BRO Bridge. Mr. Walker proposed three different courses of action to consider in regard to improving drainage outside the bridge abutments. After considering the advantages and disadvantages of each proposal, it was decided to modify the back filling to ensure better compaction and alleviate any infiltration issues. The Commission issued a proclamation establishing Monroe County Cancer Supporters Week from Dec. 13, 2009 through Dec. 19, 2009. A trust agreement for the proposed county employees health insurance plan was reviewed and minor changes were required. The Commission received the executed contract for Law Enforcement Services between the county and the city of Paris.

Judge Michael Wilson presided over Monroe City Municipal Court on Dec. 3. A warrant was issued for the arrest of Erica D. Batsell, 31, for failure to obey a judge’s orders. She previously had been found guilty of failure to register annually with the Department of Revenue and failure to maintain financial responsibility and failed to make an agreed-upon payment. A warrant was issued for the arrest of Alyssa N. Breuer, 17, for failure to obey a judge’s orders. She had previously been found guilty of having no chauffeur’s or operator’s license and failed to make an agreed-upon payment. Rachele A. Breuer, 39, was summoned to appear in court on Jan. 7, 2010 on a charge of disorderly conduct in the first degree. She plead guilty to the charge in April and had been ordered to pay $50 per month. A warrant was issued for the arrest of Evan Wayne Brocksmith, 20, for failure to obey a judge’s orders. He had plead guilty to a charge of failure to maintain financial responsibility in May. Robert I. Coffman also was subject to an arrest warrant after failure to obey a judge’s orders. He had plead guilty to charges of failure to maintain financial responsibility and having no chauffeur’s or operator’s license. Jedidiah S. DeWitt, 30, paid a fine of $59 by mail on a charge of failure to stop for a stop sign. Adam L. Drebes, 25, plead guilty to speeding and paid a fine. A warrant was issued for the arrest of Cortez F. Floriberto, 40, who did not appear on a charge of failure to register annually with the Department of Revenue. Jordan Michael Fulton, 16, had a charge of careless and imprudent driving amended to peace disturbance and paid a fine of $148.50. Dillon C. Johnson, 17, failed to appear to pay a fine for disorderly conduct and a warrant was issued for his arrest. Micah I. King, 20, failed to appear to pay a fine for possession of intoxicants by a minor and driving while intoxicated and a warrant was issued for his arrest. A warrant was issued for the arrest of Rebecca M. Lipp. She failed to pay the remainder of a fine for disorderly conduct. Christopher J. Mayo, 22, failed to make a payment on a fine for disorderly conduct and a warrant was issued for his arrest. A warrant was issued for the arrest of Camille L. Murphy, 40, who failed to appear on a charge of abatement. Daniel F. Prisner, 47, failed to appear on a charge of failure to maintain financial responsibility. A warrant was issued for his arrest. Ben J. Serenil, 23, failed to appear on a speeding charge and a warrant was issued for his arrest. Melanie B. Shoemaker, 26, paid a fine of $59 for failure to stop for a stop sign. Melissa A. Shuck, 27, was given a continuance to Jan. 7, 2010, on a charge of failure to maintain financial responsibility. Saylor C. Timbrook, 15, plead not guilty to charges of speeding, careless and imprudent driving, and no chauffeur’s or operator’s license, and a court date of Jan. 7, 2010, was set. Rita B. Washington, 49, appeared and charges of failure to register annually with the Department of Revenue and failure to maintain financial responsibility, were continued to Jan. 7, 2010. Bryan Scott Wicks paid $33.50 court costs and provided proof of insurance from his agent after being charged with failure to maintain financial responsibility.

Monroe City Police Chief Rick Stone reported the following activity during the past week. On Dec. 1, police assisted with a dispute between a landlord and a tenant. On Dec. 1, Deidra B. McKay was issued a summons for speeding. On Dec. 1, Earl W. Karr was arrested for having no valid driver’s license. He posted bond and was released. On Dec. 3, Kelly D. Bradley was arrested for failure to register with the Department of Revenue. On Dec. 3, Rebecca M. Lipp was arrested for failure to obey a judge’s orders. On Dec. 4, Anling Lin as issued a city citation for following too closely. On Dec. 4, police took a report of identity theft. On Dec. 6, police arrested Andre White on domestic assault charges. He was taken to Monroe County Jail. On Dec. 6, Frances R. Washington was arrested on a Marion County warrant for passing a bad check. She posted bond and was released.
