Monroe County Commission

The commission met Monday, May 11, with Donald Simpson, Presiding Commissioner and Associate Commissioners Mike Whelan and Glenn E. Turner present.
The commission conducted a work session on a proposed grant application to the Mark Twain Solid Waste District.
Susan Purdy and her third grade class from Madison appeared to tour the courthouse and learn about their county government. Matt Walker with Great River Engineering appeared with the final right-of-way submittal to MoDot for BRO Project 198 (34).
Bob Bailey with the State Emergency Management Agency appeared to review the Local Emergency Operations Plan with the County Commission. Charles Holland with University Extension appeared for a work session on a proposed Mark Twain Solid Waste Grant.
The commission approved progress invoices on BRO Bridge Project 446 (33). The Monroe County Commission met with Faithwalk Ministries to discuss housing help during its meeting Monday, May 18.
Harold Long and Angel Long with Faithwalk Ministries appeared to update the commission on a grant application for the Homelessness Prevention and Rapid Re-Housing Program (HPRP) submitted by the Faithwalk Community Development Corporation.
Lynn Fodge informed the commission of a drainage issue on County Road 810. Charlie Threlkeld appeared to discuss County Road 250. Bill Millard called the commission to mentioned a drainage issue on County Road 657.
On Friday, May 15, Dan Buckman with Great River Engineering appeared to discuss the notice to proceed date for BRO 446 (33). Mr. and Mrs. Wayne McSparren appeared to inform the commission of a missing warning sign. Tom Dugger with the North East Chapter of the American Red Cross was contacted by the commission to request a copy of a sheltering contract.
JoAnne Bonney appeared to go over details in regard to the upcoming "Relay for Life" event which will be held at the courthouse on May 30 and 31. Liona Weiss with Sen. Claire McCaskill's office was contact in regard to Pace's facility closing in July.

Judge Michael Wilson presided over Monroe City Municipal Court on May 7. Joshua Bailey failed to appear on a charge of failure to maintain financial responsibility. A warrant was issued for his arrest and bond set at $300 cash only. Ericka D. Batsell appeared and pled not guilty to a charge of failure to register annually with the Department of Revenue. Trial was set for 9:30 a.m. on June 4. She also plead not guilty to a charge of failure to maintain financial responsibility and driving without a valid chauffeur’s or operator’s license. Ernest C. Becker paid $59 on a charge of failure to register annually with the Department of Revenue and paid $113.50 and provided proof of insurance on a charge of failure to maintain financial responsibility. Rex A. Benge plead guilty to a charge of resisting arrest. He paid $125.50 plus $23.50 court costs Brenda Benson appeared and paid $33.50 in court costs and provided proof of insurance. Kaden L. Berg forfeited $64 bond on a charge of speeding. Joshua W. Berry provided proof of community service and completion of Driver Improvement School and was assessed court costs on a charge of speeding. Alyssa N. Breuer plead guilty and paid $50.50 and court costs on a charge of no chaufeur’s/operator’s license. Evan Wayne Brocksmith had a case of failure to maintain financial responsibility continued to May 7. Tammie L. Denio paid $59 and plead guilty on a charge of failure to register annually with the Department of Revenue. Amy L. Dent paid $74 on a charge of speeding. Sarah Beth Geist paid court costs of $33.50 and provided proof of insurance on a charge of failure to maintain financial responsibility. Jack L. Grove paid $35.50 and court costs on a charge of failure to register annually with the Department of Revenue. He also paid a fine of $100 plus court costs on a charge of failure to maintain financial responsibility. Marissa D. John had a speeding case continued. Dillon C. Johnson failed to appear and a warrant was issued for $149 only on a charge of disorderly conduct. Micah Isaiah King appeared on charge of possession of intoxicants by a minor. He plead guilty and was fined $100.50 plus $23.50 court costs and received a two-year suspended execution of sentence and two years of court-monitored probation. A case of failure to stop for the stop sign against King was dismissed. He also appeared on a charge of driving while intoxicated and paid $300.50 plus court costs of $23.50 and a suspended 10-day sentence. He was ordered to attend SATOP classes, had two years of court monitored probation, was ordered to report law violations within 48 hours and was mandated to submit to blood, breath and urine tests as requested. Theresa M. Maas failed to appear on a charge of following too closely. A 4100 cash only bond was issued for her arrest. Dale Donald McGinnis forfeited $59 bond on a charge of failure to stop for a stop sign. Richard E. Morrison plead not guilty on a charge of failure to stop for a school bus. A hearing was set for June 4. Douglas L. Schmeizer paid $33.50 in court costs and provided proof of insurance on a charge of failure to maintain financial responsibility. Ryan A. Seward plead guilty to a charge of driving while intoxicated. He received a suspended imposition of sentence, is required to attend SATOP classes, make a $100 donation to the D.A.R.E. program, complete 20 hours of community service and submit to breath, blood and urine tests as requested, in addition to reporting any law violations within 48 hours. Cody E. Shippy paid $70.50 plus court costs on a charge of speeding. A charge of no chauffeur’s/ operator’s license was dismissed against him. Brett M. Shively provided proof of insurance from his insurance agent and paid court costs of $33.50 on a charge of failure to maintain financial responsibility. A case of failure to stop for a school bus against Lisa Talton was dismissed. A charge of assault was dismissed against Hope D. Wiebold. Mercedez E. Wyatt plead guilty to a charge of speeding and paid $50.50 plus court costs.

The Monroe City Police Chief Rick Stone reported the following activity for the past week: On May 17, police received a report of skateboarders trespassing on Holy Rosary Church’s parking lot. On May 17, police took a report of landlord/tenant harassment. On May 17, police received a report of a juvenile trespassing at an abandoned house at 309 S. Davis. On May 16, police issued a citation for speeding to Ramamurthy Suryanarayanan. On May 16, police arrested Patrick M. Enochs a charge of minor in possession of liquor. On May 17, police took a report of a possible break in at 516 S. Elm St. On May 14, police took a report of stolen keys and a stolen driver’s license. On May 13, a citation was issued to Richard Steam for speeding on South Main Street. On May 13, police took a report of a fi ght in progress at South Park, but discovered it was horseplay among young men. On May 13, police escorted a juvenile home after he was removed from school. On May 12, police issued Rhonda K. Lorenson a summons for leaving the scene of the accident. The incident occurred on April 28. On May 12, a report of property damage was taken at Main Street Bar. Tiffany F. Rossiter was issued a citation for failure to register a motor vehicle. A citation was also issued for failure to provide proof of motor vehicle insurance and for having no operator’s license. A report of a stolen bicycle was received on May 11. Kari N. Williams was issued a citation for failure to maintain financial responsibility and failure to stop at a stop sign on May 11. On May 10, the owner of dogs running loose was warned. On May 9, police received another report of the railroad crossing signals malfunctioning. The report was received at 10 a.m. and the repair was made at 1:30 p.m. Kirk E. O’Bryan was issued a summons for speeding on May 8. A citation was issued to Gregory S. Mitchell on May 8 for failure to maintain financial responsibility. Rachele A. Breuer was arrested on a Monroe County warrant on May 7. Joshua Bailey was arrested on a Monroe City warrant for failure to appear. He was transported to Monroe County Jail on May 7. Jesse A. Lucas was issued a citation for having no driver’s license.
